Other meaning of "enrocar"?

Buenas!
I came across this sentence in the newspaper El Pais:
"Merkel se enroca en los recortes en la UE"
When I look up "enrocar" I see only a translation pertaining to chess, "to castle"
Could somebody clarify how I should translate "enrocar" in this sentence?

I think in this context it means to fight to protect your position, or to entrench yourself in a position or argument
