Delgada is something that is thin, whereas flaca means skinny.
Delgada is used as something that is not thick/fat by nature.
Flaca means something similar, but it can have a negative context.
If you call a girl "delgada," it means she is not fat, but a girl who is thin. A tall, lanky girl could be described as "delgada." If you call her "flaca," though, it can have a negative context, such as an eating disorder or a dangerous situation. "Flaca" describes someone frail or weak.
If someone for example was trapped in a cave for a year and couldn´t find very much food, then they emerged from the cave a year later "flaca." They were malnourished, bony, had less weight than their previous state, etc.
But if you are comparing Wilma Flintstone to her husband, you would say Wilma is "delgada," because she just is thinner than he is.
