Te quiero- You can use this to say I love you, but it is like the kind of "love you that you can use for anyone--friends, family, novios, novias, etc. It's like saying that the person is so important to you.
Te amo- You can use this also to say I love you. It is a much stronger phrase--like that first, true, heartfelt I love you between novios. Sometimes relatives or close friends say it to each other, but it is MUCH stronger than "te quiero".
You can say te quiero to say I love you without taking that giant leap, because te amo is like baby makin' time-you can't live without them; to death do you part. English is hard because we juat have the one phrase, "I love you". Well, there is "I like you", but that's harsh. Also, "me gustas" means I like you and "me encantas" means you enchant me.
