why in the spanish languange there is upsidedown question mark before the sentence? what does it mean

It just denotes the start of a question in Spanish, kind of like we put quotation marks at each end of quotation to very explicitly denote the extents of the quotation.

Note that in Spanish, in a question like He asked,, where do I go? The two types of question markets would bracket the "where do I go" portion, not the whole sentence.
