¿A qué hora duerme el bebé? but in my experience babies go to sleep when they feel tired and that is not always at night when you want to sleep.

What time does the baby sleep?
"¿A qué hora se duerme el bebé?"
If you ask about someone putting the baby down to sleep, then we say "¿A qué hora duermes al bebé?"
