In the above sentence, when it says "a un coste," does it mean that the promoter is paying the cost, or the promoter is being paid 85 euros?
Asesoramiento obligatorio del experto (promotor) de 40 horas con un coste de 3.400 euros (80% instituciones y 20% empresa)
In the above sentence, when it says "con un coste," is it saying that the institution pays 80% and the business pays 20% of the 3400 euro payment to the expert?

I think it says: Voluntary advice up to 30 additional hours against a promotor's fee of E 85,- an hour.
