sacar versus tomar
Is it safe to say you use tomar when physically taking something and sacar when ie. taking a picture

Sacar can also be used when taking a picture. You can say: "Voy a sacar/voy a hacer/voy a tomar/una foto".
Tomar means to take or to drink. Voy a tomar nota (I'm going to take notes). Voy a tomar una Coca-Cola (sinónimo de beber),
I've never heard a native Spanish speaker use sacar when referring to taking a photo. In southern Mexico, Honduras, Costa Rica and Colombia, tomar is the verb used.
You can also use tomar for "taking" a taxi, bus or metro.

tomar - to take (in hand...)
voy a sacar una foto de ti
