I am confused as to the pronouncing of the letter "v". In some place it sounds like a "b". Is it area specific or grammar specific

In Spanish there is no difference between "V" and "B". Both sound closer to the English "B". If there is, it must be because of the influence of other languages, and it should be a regional thing only.

The R.A.E says: "No existe en español diferencia alguna en la pronunciación de las letras b y v. Las dos representan hoy el sonido bilabial sonoro /b/. La ortografía española mantuvo por tradición ambas letras, que en latín representaban sonidos distintos.

"No difference exists in Spanish in the pronunciation of the letters "b" and "v". The two now represent the bilabial sound /b/. The Spanish spelling tradition continued using two letters, which in Latin represented different sounds."
