El ir next to each other

What is the rule for when to write "el ir" (unconjugated) I have an example, but it was on National Spanish Exam, so I don't know if it's legal to post. If you need clarification to help, let me know.

El ir refers to the fact of doing that, it is also appied to any infinitive form of a verb. Maybe to sound better, we could add some words, thus:
- "El hecho de ir"
