How to learn a new language and become fluent in it?

Learning a new language means getting into the collective soul of a different group of people. Language learning, especially learning an international language has many aspects. In the basic level, you have to build up vocabulary, study grammar and practice pronunciation. Patience and dedication is the key. You have to enjoy what you're learning. It's like playing a word game and a polyglot plays with the words of many languages. In the advanced level, you have to study literary language, idioms, various accents and so on ( an international language has many dialects ).

Now, I'm studying English and Spanish. For me, the best way to study foreign language is to read aloud many sentences written in the language you want to study fluently enough to keep them in your mind. It's better that you read textbooks as you listen to the CD and MP3 in which the transcripts are recorded for correct pronounciation.
