As "cool" is slang, the answer to your country depends on the country where the word is interpreted.
But there is a lot of meanings, like these: Chévere, bien, al suave, tranquilo, chido, chivo, vergón...
As I'm a cultivated person, I would say: "Todo bien".

"qué guay" is "how cool!" in Spain.
Also, "Chulo" is used in Spain as well.
