Maybe:

"¿Como uno no puede hablar sobre la guerra, la pobreza y la desigualdad cuando los que sufren estos padecimientos no tienen un voz para hablar?"

I have seen the following two translations of her quotation online as follows...

Cómo no hablar de guerra, pobreza y desigualdad cuando las personas que sufren estos males no tienen voz para hablar

Cómo puede uno no hablar sobre la guerra, la pobreza y la desigualdad, cuando la gente que sufre estos males no tiene una voz para expresarse

Since the second one contains a conjugated verb in the first clause, it would be your best bet, I think.

Does this work? When speaking of an unidentified speaker ("how can one speak" or "how can one not speak"), I thought the construction called for "se" with the verb in the third person. As of feet, I haven't come across "uno" used for a person in the since of "how could one not care about something.
