Cuando ( without accent when it's used as conjunction ) tengamos miedo, es porque no sabemos bastante bien. Si entendemos bien, nunca tendríamos miedo. The conditional is in the 2nd clause. The simple present is used in the 1st clause, with IF. And with 'cuando' the simple present of the subjunctive.
This is my shot at this - "Cada vez que tenemos miedo, es porque no sabemos suficiente. Si supiéramos bastante, nunca tendríamos miedo."
