Speak, write, read, think and sing in Spanish.
I am guessing you are setting your bar a little bit too high!
- Becoming a fluent speaker, in any language different than your own, is not that simple! Specially if you are living in a non Spanish speaking country! For that, it takes more than just reading, talking, singing and watching T.V. in that language. That requires total immersion and English abstinence for a while! You need to force your brain into thinking in Spanish, It is a battle that only you can fight and win!
Postpone your exam until you become fluent.
I know people who have sudied for years without being "fluent". To reach any real level of proficiency you really need to have a conversation partner to practice on a regular basis. Sorry, but htere really aren't any shortcuts.
Speak with me, I am in Skype... That is useful for fluent.

I guess that depends on what "fluent" means to you and whether you consider yourself to be "a beginner", "an intermediate", or "advanced" in your study of the Spanish language.
