"Es" or "hace" with weather

I want to write the weather is always horrible but im not sure whether it's es siempre horrible or hace siempre horrible?

Welcome to the forum, Lozor 
Both are possible: "El tiempo es siempre horrible" or "Siempre hace un tiempo horrible".
