I've been trying to find it out for you, but couldn't succeed also.
His work certainly is influenced by (European) Realism and I guess (European) Romanticism. But it is not a 100% fit.
His landscape painting (pintor de puertos) is more naive.
Not all painters can be defined by just one art movement.
And I don't know that much about Latin American art, yet!
So .... not much of a help, but more than the wikipedia-article which doesn't define it at all.
I found him on Bing. there is a bio on him at Wikipedia.
Benito Quinquela Martín was born March 1, 1890 and died January 28, 1977, at the age of 86. He was an Argentine painter born in La Boca, Buenos Aires. He was considered painter-par-excellence because of the ports or harbors that he painted. He was also, one of the most popular Argentine painters. His paintings of port scenes show the activity, vigor and roughness of the daily life in the port of La Boca. Here he was looking out over the Riachuelo, circa 1960.

I like this photograph because it seems like he is thinking about his next painting.
