That was the most difficult phrase to translate. Is the rest of my translation correct?

English version: "I think the celebrations in the Basque region should be seen as normal and will improve relations between the region and Spain," said Munoz, 48. Just wearing the jersey on the streets of Bilbao ahead of the win was a sure way to get insulted, and risk being assaulted.

During the dictatorship of Gen. Francisco Franco (1939-1975), Catalans, Basques and others were forbidden from speaking their language and it was illegal to publish books in those languages. Spain did not change its flag after become a democracy.

I´d appreciate feedback on the preterite/conditional situation in the second paragraph....

“Creo que las celebraciones en los regiones vascos se deberían [this is "they should be seen as," in passive tense] ver como normal y mejorarán [3rd person plural, referring to celebrations] las relaciones entre este región y España” Dijo Muñoz[assuming there is a tilde here], 48. Sólo [without an accent it means "lonely"] llevar [I think an infinitive goes here, but I´m not 100% positive] el jersey en las calles de Bilbao antes la victoria era [conditional tense, since it wasn´t a specific incident, it was an ongoing thing] una forma segura de [this is a "sure way"] ser insultado y corría [past tense, in conditional form, since it was ongoing] el riesgo de ser asaltado.

Durante la dictatura de Franco (1939-1975), a las catalanes, a los vascos y a otros [no "los" here] era prohibido hablar ["it was prohibited TO the catalans, basques, and others", therefore there is an A in front of each object of the verb.] su lengua y era ilegal publicar los libros en esas lenguas. España no cambió su [singular, flag is singular] bandera después de convertirse en[infinitive works better here] una [democracy is feminine] democracia.
