Some members don't allow Private Messages?

So I wnted to contact a member on here to ask a question. I spend 10 mins writing the email and making sure it is all right, go to send it and it said member does not alow emails! D'oh! Why doesnt it just not have the option to emaill on the members page.... or why doesnt SD tell you before you spend 10 mins writing it!!!???
On the other hand are you a member that has turned it off? and if so is there a reason for this???

I though you had to earn the right to send/receive private messages through reputation points. Is it possible they are not able?
