Use of "Ser" and Estar" When forming questions
Is there any simple rules to follow when asking questtions? Do the same rules for using ser and estar apply? For instance "Where are you" (estar) "Where are you from (ser) ?

The same rules do apply when asking questions. Therefore you are correct. "Where are you from" (meaning city they were born or originally from) is with SER and "Where are you" (meaning location, where the person is physically located at the moment), you would use ESTAR.
Here are some Spanish grammar topics and here is a link to basic Ser and Estar usage.
Hi, Marilyn. Welcome to the forum.

Absolutely.

"¿Dónde estás?"
"¿De dónde eres?
Many times you don't even need to change the word order of the sentence when you have a statement or a question, e.g,. you can just put question marks around the statement to indicate that it's now a question.
"Está casada." She's married.
"Está casada?" Is she married?
"Es de los Estados Unidos." She from the U.S.A..
"¿Es de los Estados Unidos?" She's from the States?
