Yes, both cheskasullivan and sanlee are right: these are decenarios.

Decenarios or jah-jahs are handknotted, rosary bracelets that can be worn around the wrist or ankle, that originated in Brazil. Each bracelet is made of colored threads with 10 knots signifying the beads and cross of the rosary and a knotted cross.
Before they became a fashion event, they were used as gifts and party favors during weddings, baptisms, baby showers and confirmations.
They have become very popular and are promised to become THE summer trend of 2012 for both women and men.
They can be worn separately or together.

Each colour has its own meaning:
white => friendship, purity
green => health
yellow => energy

No, sorry, they are not from South-Africa. They really have something more to do with Latin America than just Shakira wearing them
