If I remember correctly, I was told by a Spanish teacher that we should be careful who we say 'te quiero' to since it has an intimate romantic notion tied to it. It should be saved for a husband/wife, etc.

Te quiero, te necesito, te amo con todo el corazón. I want you, I need you, I love you with all my heart. As the Elvis song goes. It is a matter of context, here it means I want you but said on its own it would mean I love you, there are several ways of saying I love you in Spanish.

No. Te quiero is still I love you. We say I love you to anyone that we love, no matter what type of love it is.

Te quiero means I love you because it express your feelings toward the other person you're speaking with.
