Hoy a mi he gustado cantar. Today I liked to sing. It has to be preterito perfecto. Hoy a ti has gustado cantar. Today you liked to sing.

Since "hoy" means today, I'm assuming you mean to answer whether or not I like to sing today. Is this something like what you were looking for?

Hoy me gusta mucho cantar.

Depending on whether it is mean to be a question or statement, though in reality, even in statement form, that would most likely really be a tag-confirmation question.

Adding in the ´a ti´ just emphasizes the person (tú) in question.
