"to have to..", "must..." ... deber or tenir que?

Are "deber" and "tenir que" always interchangeable? Debo sacar la basura. or Tengo que sacar la basura. Debo obedecer a mi profesora. or Tengo que obedecer a mi profesora.

no tener que is like to have to do.... tengo que comprar un nuevo coche deber is more like ishould or ought to do something debe ten cuidado i hope this helps

Tener que + infinative for personal obligation and Hay que for impersonal i.e. Tengo que hacer mis deberes. I have to do my homework. Hay que coger el autobús si quiere ir al centro. One needs to catch a bus to get to the town centre.
