This is Omega el Fuerte (a.k.a. el dueño del flow a.k.a. el padrino), lead singer of the techno-hiphop/urban-style modern merengue band Omega el Fuerte (a.k.a. Omega y su Mambo Violento) from the Dominican Republic.
They are best known for their megahit Chambonea.
