Multiple Conjugated Verbs in the Same Phrase

Looks to me that there are two conjugated verbs side-by-side in this sentence "La ausencia de vigilancia sobre individuos que se sabía traficaban armas a México fue el problema central de las tácticas usadas en ‘Rápido y Furioso’". Can someone explain this sentence construct?

Think of the highlighted text as they, it was known, were trafficking. It was known, is a dependent clause, which also gets conjugated.

I believe its simply saying that, it was known, and they were dealing. So theyd both be conjugated because they go with a different subject.
