Ray, is this a quote?? I have heard this before somewhere, and I think it is correctly translated as you have it, and I agree that the idea is poorly worded. Ideas, unlike people and puppies, are not conceived or born. They almost never arrive fully formed, but are worked out, refined and tested over a period of time. And I have never heard of an idea that was patently not possible - how do you prove that it isn't possible? 
Pretty much, dear Ray. This is only my humble interpretation, you understand. I think the thrust of the original statement was more like an encouragement to people to act on their ideas (assuming they were positive and not negative to others), because it would take those ideas out of the realm of mere possibility and put them into play. Other than that, I don't have the mental acuity to understand much of philosophy or physics.

My thought is an idea is created at conception. Therefore, might it be reasonable to suggest as a final phrase: . . . hasta que sea puesto in la acción?
But we have to ask , when was an idea created , at conception or at birth ?
I believe that ideas, like life itself, begin at conception. Because it is at that point that all of the raw material is available for it it grow and become what it will be in its final form. However, ideas are not constrained by physical DNA, so they are allowed to permutate and evolve into a form not predictable at conception. But that just points out the limitations of a physical body, and not that of the soul.
That being said, as an answer to the first question, I think that the intent would certainly be understood whether nazca, creada, o se pone en acción.
