"So-called" = Así llamado, supuesto, presunto, apodado.

"So-called people" would be "supuestas personas", "presuntas personas", "ciertas personas" commonly in a pejorative way.

"Dichas personas" could be "such people", "certain people", "that people"

I mostly agree with this. Other than, "that people" I find rather awkward. The only time it is really appropriate to use "that" in reference to "people" is if you are referring to a group other than your own as singular. Like a different race, or culture. - ciscocaja, Feb 24, 2012

To say, "so-called people", or "so called people" implies somewhat of a negative tone. It's like you're saying that the people in question may not actually deserve to be called "people".

I think "dichas personas" would be better translated as, "those people", "those same people", "said people", or "aforementioned people".

"those people", and "those same people" are both somewhat conversational.

"said people", and "aforementioned people" both have a technical feel. Like something you might see in a legal document.

Dicho is used for something already mentioned. Dichas persona would be like the aforementioned people.
