It depends; if it's like an order (eg. a mother to her child), it's "Haz la cama" but if there are 2 people, maybe twins who sleep together, you could use "Haz tú la cama" or "Tú haz la cama" or "Haz la cama tú", because it would mean that maybe it's his turn to do it or that the other person is tired or sick so "do it this time for me".
You can also use "Arregla la/tu cama", "Tiende tu/la cama", "Prepara la/tu cama". Personally, I've never used "hacer la cama" and never heard anyone using that verb.

To make the bed is "hacer la cama'. Using the imperative/command form of hacer would be (in tú form): Haz so your answer is Haz la cama." As far as I know, the *tú is not necessary. Haz already is the informal mandato/imperativo for this. But perhaps putting tú in the sentence makes it more emphatic. In Spanish, emphasis is most often made by word choice instead of stressing a particular word as in English.

And if it is not going to ask someone directly is,tiende la cama.

In reply: hacer is the verb in my textbook. I agree other verbs would work, but I just went with the one from my studies.
i would say "arregla la cama" if i was telling someone to do it.
What about this solution? A friendly formal command for hacer is haga. "Haga la cama, por favor!"
