Is this poor grammar or is it correct:
Una amiga me preguntó: Y ya esta donde la colombiana?
Shouldn't it be: Y ya esta con la colombiana?
She's asking me if I'm now at this moment hanging out with my colombiana friend. Why did she say donde and not con?

No, it's correct. "Donde" is being used as a preposition, the meaning is probably more akin to "al lado de", so the question could be interpreted like this... ¿Y ya está al lado de la colombiana?
