It literally means "with permission" (con = "with", permiso= "permission") or "If I may", but translates into English as "Excuse me" or "May I pass through?" The phrase is said to people that you are interrupting them by your presence or motion, especially:
- You are walking through a crowd, and have to walk between two people or by people who are gathering or talking. You say Con permiso "With (your) permission" as if to ask them to let you by them or between them.
- When you have to excuse yourself from a group (say at the dinner table to get up to go to the bathroom), so you say Con permiso "May I (leave the table)?"
- When you are entering a room or other location, you can say ¿Con permiso? "May I enter / come?" to ask permission to enter the room or location.
Con permiso de can also mean "with the permission of [somebody, some agency, situation] as in: Te envío los documentos con permiso de Juan I am sending you the documents with Juan's permission.
"Permiso" quite often means "con permiso" as said by some old disagreeable curmudgeon like me who can't be bothered to say two words when one will do.
