It means "the tall ones", "las alturas" would be "the heights". It might be referring to mountains, trees, or another physical characteristic of the place it was named for. I'm assuming this is an anglicism from an old Mexican name in California or Texas. Welcome to the forum!

Los Altos means "the heights" or "foothill" in Spanish.
