Using Time In the Imperfect Tense

If you are trying to write a time in the imperfect tense, for example, "It is four o-clock in the afternoon", would you use the third person plural of ser?

for example, "It is four o-clock in the afternoon"

That is present tense! Anyway, in imperfect you'd use eran, because the time is more than 1.
