Non-native speaker attempt:
Con toda rapidez =literally "with all speed" meaning "with full speed". Sounds like the object is moving at full speed.
A toda carrera = literally "to all race" meaning "go to full speed". Sounds like the object is about to go to full speed.

Yes they mean almost the same thing in translation. "A toda carrera" is a phrase meaning "at full speed." In usage, each carries a slightly different "focus."
