Both turtle and tortoise come from the same Latin word (tartaruchus), but while tortoise was borrowed directly from Middle Latin, turtle was a later borrowing from French (which comes from Latin), which was used to refer mainly to the sea ones. Spanish, which also comes from Latin, has only one form (tortuga), so the sea ones are "tortugas marinas/de mar", the "land ones" are "tortugas de tierra", and in general they are all "tortugas". The common usage of those words in English, however, is neither uniform not scientific, so don't expect a perfect one-to-one correspondence all the time.
