I have heard "digame "used often as "talk to me".I see that diga is a third person imperative and subjunctive.How is the verb used as second person.Is digame an idiom?Thanks

It is a normal way of answering the telphone, where it means: Hello who is it ?'

or, in normal chat, it means;

''Go on, tell me!' Lots of people will explain the grammar.

The second person formal (usted/ustedes) uses the same conjugations as the third person. This comes from the old days when usted was still vuestra merced = your mercy, which is similar to the English your grace. You referred to people in the third person out of politeness, so you needed third person conjugations.
