What is the rule for "Que" and "Qué"

What is the rule for writing "Que" without the é or "Qué" with é? Or is this just a result of texting altering the world?

Often qué is used when forming a question... ex: ¿Qué hiciste el fin de semana?

Qué is also used in exclamatory phrases... ex: ¡Qué lástima!

Que, on the other hand is used for a wide range of expressions. For example, one might compose a (indirect) command by saying ¡Que tenga un buen viaje!

Also que is used in the subjunctive tense... ex: ¡Ojalá que tu aprendas esta lección!

Additionally, you may also use Que to compare two things. Ex: Esto es mejor que eso.

Well I know that que when used as who when or what it has no accent but when used as an exclamatory or question ¡Qué lastima! or ¿Qué pasa? it is accented.

I'm sure someone would correct me if I'm wrong, but usually Qué is when asking a question. The other, que, is just used in statements.
