It's an ethnic group of humans that live in the jungle of the Amazon River valley:

shuar World English Dictionary Shuar (?w??)

— n 1. the name the Jivaro people of the Ecuadorian and Peruvian Amazon have for themselves 2. See Jivaro any of the languages spoken by the Shuar people

"The Shuar was eaten by a frog named Kuartam" Without the rest of this wondrous tale, I would assume that the author meant that an individual of the Shuar people was eaten by a frog named Kuartam.
