It's an ethnic group of humans that live in the jungle of the Amazon River valley:

"The Shuar was eaten by a frog named Kuartam" Without the rest of this wondrous tale, I would assume that the author meant that an individual of the Shuar people was eaten by a frog named Kuartam.
