Encima - Ella siempre esta encima de mi

I looked at the dictionary definition of the verb encima on our site already, but I'm still unsure what the translation of this might be.
"Ella siempre está encima de mí"

Literally speaking it looks like, she is always above me, but I am wondering if it could mean something like, she is always on at me, as in, on my case.
