Hi again Tori! It's true.... bird brain does not refer to a smart person, but rather a very silly person.

As you know, I'm not a native speaker. Here is what I could find in the dictionary.

bird brain casquivanoacasquivana ;a casquivana

I think there may be a typo in there!

Casquivano = scatterbrained; scatterbrain Ella es casquivana. Perhaps this would fit your description.

If you are trying to describe a very smart person we'll have to go searching for another adjective smile.

I always thought it meant just the opposite.

First off, your question is grammatically incorrect. You should ask, "How would you say she is a bird brain? This means she is very smart." Indeed correct grammar would dictate the use of the word "has" and not "is" but for the fact that the term "bird brain" is an expression in the vernacular referring to a personality trait. And it does not mean she is smart, it means she is very simple and easily confused. I hope that helps answer your question.
