Does one say: Tienen algo en la cartera or Tienen algo en cartera (sin "la") to express

They have something in the pipeline.

According to WordReference, it's "tener algo en cartera" - no "la".

Yeah, I do. The local dictionary also spells it out straight "tener algo en cartera (figurative) -> to have something in the pipeline" - NickDan, Jan 25, 2012
