Welcome to the forum! I'm going to let someone who knows how to use the word "tiempo" properly answer that one. - Yeser007, Jan 25, 2012

Sorry, I disagree with both Marinero and Jadey.

It is true that we normally use "hacer" to mean "It's hot" or "It's cold". Hace frío, hace calor.

However, it is perfectly correct to refer to the state of the weather in terms of "el tiempo está..."

El tiempo / el clima está caluroso: the weather is hot

El tiempo / el clima está frío: the weather is cold

Et tiempo / el clima está lluvioso: the weather is rainy

It is also OK to say: el clima está cálido.

As Marineroloco pointed out, you have to use the verb "Hacer" to describe the weather. You can look up the conjugation using the conjugator (scroll over "more" on the navigation bar). This video lesson (Learn Spanish 1.14) is all about the weather and the verb hacer if you want to learn more about it.
