Lo que dijeron en "Como agua para chocolate" - It's not anyone's fault - but they really said "él no tiene la culpa de todo" it's like "he doesn't have the blame of everyone" - tener la culpa - to be at fault - so I don't see how it works really.
Tengo la culpa - es por mi culpa - es culpa mia.
Tiene la culpa - Es por su culpa - es culpa suya.
Everything is not his fault. That's what it looks like.

Your last interpretation is correct. "It's not all his fault."
