This is translated to: Please, can you tell me, what time does the last number 17 train leave?

You would use the verb salir = to leave/depart, to go out not the word is from the verb ser/estar

I think it would be better to say: ''Desculpe, podría decirme ¿a qué hora sale el último tren número 17?''

= Excuse me please, could you tell me what time the last number 17 train leaves?
