How do you say this in spanish...and could you explain the tenses and formula?

This is the whole sentence: The transfer of powers to the autonomous governments has been determined in an ongoing process of negotiation between the individual communities and the central government that has given rise to repeated disputes.

La transferencia... ha sido deteminada.

This is a formal passive construction, more widely used in written as opposed to spoken spanish.

It's literally just like in English:

The transfer... has been determined

Note that "determinada" is made to agree in gender with the subject, "la transferencia>"
