Another possibility is "Rubia", which means blonde and fair skinned as well.

It is "güero" if you are describing a blond, fair-haired, or light-skinned male and "güera" if you are describing a blond, fair-haired, or light-skinned female. SonrisaDelSo is also correct, though, because "guera" means the same thing.

You are probably looking for Guera, but I didn't know that was used for dogs.
