Do you mean as a form of greeting, or an inquiry? You got the inquiry. As a form of greeting, folks often say ¿Qué pasa?, but in Mexico and probably elsewhere they use the preterite past to say this, ¿Qué pasó?, which in this case also means, Hi, what's going on? Maybe it comes from the idea, Well, what has happened since we saw each other last?

What is happening? or What is going on? ¿Qué está pasando? or ¿Qué está sucediendo?
