I don't know about specific countries, but as far as I'm concerned, I'm equally pleased when a comely girl says either one to me.

Maybe I can comment here. Dulzura is my sweet, easy. as in Dulce mio. Cariño really has no English equivalent as much as we would like it to have, the closest is my dear one as I understand.
How romantically strong do you wish to be? I would suggest that Cariño has more romantic force than Dulzura.
