What is the context? It could be talking about the "land" suffering, or the earth, or the country... or even the people. That will make a difference of how "se queja y se lamenta" is translated. - sullivanbcsc, Jan 5, 2012

How about something like --

My land suffers, it moans and it grieves, but who is at fault? The carelessness / apathy?

A really off the wall guess... The last part is what is so vague. "My land suffers, it complains and laments... but who's fault is it? And what difference does it make?"
