Yes, "lo encontré arrogante".
O "me pareció arrogante".
Maybe even, "me choca arrogante" meaning "he strikes me as arrogant".
To me, me choca, means it makes me mad, upset.
Me choca la arrogancia de este hombre. His arrogance makes me mad / puts me in a bad place...... but I don't think "strikes me" is it.
