Modern cisterns are elaborate systems, but I have demolished some old houses where the cistern was nothing more than a concrete tank where rainwater was collected. Think of the old time rain barrels. They were a primative cistern for collecting rainwater. Unlike rain barrels most cisterns are covered and buried.

In parts of Mexico there is not constant city water pressure. Often it is every other day for part of the day and you need to store water for use during the times when there is no city water. There are two method. A tinaco which sits on the roof, city water fills it under city water pressure or with an auxilary pump and then the water is gravity fed to the house. This works surprisingly well. The other is a cistern, buried in the ground or at ground level. Again filled with city water or by a "pipa" water tanker and fed to the house by a pressure switch pump.
